Performance-based budgeting is one of the key factors of today's organization efficiency. Economically, "budget philosophy" is due to the existence of a "total contradiction" that is in every society and a curtesy of "knowledge economy" is completely created. Based on experts’ opinions, Lack of understanding and restructuring the issue of the budget is one of the operational problems of the performance-based budgeting of an organization. In this study, we decided to use the soft systems methodology to deal with budget issues that have components of social, political and human. In this methodology, the problem is a part of a single system rather than a problem to be investigated. Also, after structuring the problem and identifying preferences of experts, hierarchical clustering was applied to prioritize indicators. Therefore by combining these two approaches for Iran Social Security organization, Medicare and investment were prioritized. The results made the gap clear and paved the way for performance-based budgeting.

The grounded theory method of qualitative and quantitative descriptive method - has been used. Success factors and the model output data of the Foundation. To conduct field studies, based on selected factors, a questionnaire was drawn up and the importance of success factors and the priority to the polls between knowledge management and cloud computing experts have been laid.Based on results obtained seven factors, including prioritizing, respectively, including those related to trust management factors, human factors and cultural, organizational factors, technical factors, economic factors, environmental factors are. As regard the increasing complexity and challenging problems at today organization demand developing suitable decision models. This research is aimed at utilizing whole systems approaches at better implementation strategy in this regard due to their power in resolving complex and dynamic organizational issues, and also responded some of shortcomings of existing in other strategy implementation models and methods. Since all systems methodologies are inherently restricted to determined problem domains, using total systems intervention (TSI) meta-methodology to strategic development road map, because it is totality and capability to use several system methodologies in combination. By proposed road map has made methodologic process for strategy formulation and implementation and also reached learning organization and scheming culture by applying appropriate system methodologies. Also this road map smoothly decreases the gaps between strategic and function layers in organization by ensuring a consensus between stakeholders and actors. According to the phase of TSI, at first, barrier of strategy implementation were investigated then soft systems methodology (SSM) and system dynamics (SD) selected as chief methodologies, by way of applying SSM, determine functional strategy and SD prioritize strategies, and resource allocation. The end phase, TSI was at public organization implemented, and the initial steps of road map were explored. At the end, proposed system model and final road map for strategy implementation with ten steps and two main action and investigated that`s validity. The action plan and system of performance indicators were reached via utilizing this road map in public organization.

To encounter with Knowledge Management, the organizations should select appropriate knowledge strategy and knowledge management strategy. There are different methods for developing these strategies. In this study a System Dynamics model developed to select and integrate both strategies. In the proposed model organizational factors such as business strategy, structure, culture, human resource and IT infrastructure have been considered. On the other hand, from the dynamic approach perspective, the knowledge creation processes and the level of explicit or tacit knowledge have direct impact on selected strategies. In this paper all the stock variable and their initial value have been identified then the flow variable and theier increasing/decreasing rate have been determined and casual loops and stock and flow diagrams was proposed. At last after simulating and testing the dynamic model, different scenarios and policies have been presented for the case study. In order to evaluate and select the appropriate knowledge management strategy, a lot of organizational factors must be considered. On the other hand, in the approach of dynamic knowledge management strategy; the processes of creation and transferring of knowledge have direct effects on the selected strategies. The human-oriented and system-oriented approaches of knowledge management strategy are essentially different and need different infrastructures, methods and tools. In this research, the related literature about developing knowledge management strategy has been reviewed. The effective factors on knowledge management strategy have been extracted from different conceptual frameworks, models and methods. Then a comprehensive methodology for developing knowledge management strategy has been presented.
The factors of this methodology, which have direct effects on the final chosen strategy, include: general business strategy, organizational structure, cultural factors and knowledge creation process in knowledge intensive area of the organization. Also in this methodology, the interrelated effect of information technology strategy and human resource strategy on the knowledge management strategy is considered and the final strategy is shown ranging from human oriented approach to system oriented approach. The elements of this methodology have been validated in the form of the research hypothesis by asking the viewpoints of experts and all of them have been accepted.
