چکیده

هدف اصلی این پژوهش تأثیر وسهم هر یک از عوامل فردی، روان‌شناختی و سازمانی در پیش‌بینی شایستگی کارکنان شهرداری کرج است. روش پژوهش توصیفی و از نوع همبستگی است. جامعه مورد پژوهش عبارت از از تمام کارکنان (زن و مرد) شاغل در شهرداری‌های شهر کرج در سال 1394 است. نمونه آماری شامل 300 نفر از کارکنان است که با استفاده از روش نمونه‌گیری تصادفی انتخاب شدند. برای گردآوری داده‌های پژوهش از پرسش‌نامه‌های خلاقیت سازمانی، جو سازمانی، ارزیابی شایستگی مدیران، توانمندسازی روان‌شناختی، هوش هیجانی و انگیزش شغلی استفاده شد. نتایج آلفای کرونباخ حاکی از پایایی مناسب ابزار اندازه‌گیری بود. نتایج نشان داد که بین توانمندسازی روان‌شناختی با شایستگی، و شایستگی با جو سازمانی و هوش هیجانی رابطه مثبت و معنی‌داری وجود دارد، ولی بین شایستگی با خلاقیت رابطه معنی‌داری یافت نشد. نتایج پژوهش نشان داد که مدل طراحی شده براساس متغیرهای فردی نتوانست به صورت معناداری تغییرات شایستگی را تبیین کند (78/1F= و 05/0P>). از بین متغیرهای وارد شده به مدل (هوش هیجانی، خلاقیت، انگیزش شغلی و توانمندسازی روان‌شناختی) تنها متغیرهای توانمندسازی روان‌شناختی و هوش هیجانی وارد مدل شده و توانستند تغییرات شایستگی را تبیین کنند (561/92F= و 01/0P<) و عوامل سازمانی نیز توانستند به صورت معناداری تغییرات شایستگی را تبیین نمایند (95/30=F و 01/0>P < /span>). یکی از پیشنهادهای علمی به دست آمده از این تحقیق این است که مدیران شهرداری کرج می‌توانند با افزایش سطح شایستگی کارکنان براساس سهم و تأثیرهر یک از عوامل فردی، روان‌شناختی وسازمانی بر میزان بهره‌وری سازمان خود بیافزایند. نتایج این تحقیق کاربردهایی برای بهبود شایستگی کارکنان شهرداری کرج دارد که در این مقاله به آن‌ها پرداخته می‌شود.

چکیده [English]

This study is aimed to determine individual, psychological and organizational factors contribution in predicting Karaj municipality staff competence. Research methodology is descriptive and correlational where population included all staff in municipality in the 2014-2015. For research sample 300 employees were selected using stratified sampling. Designed standard questionnaire included: a) creativeness, b) Haplin & Kraft organizational climate competency assessment cite, d) Spritzer & Mishra psychological empowerment, e) Salovi & Mayer emotional intelligence & f) job motivation. Cronbach alpha coefficient for reliability testing was suitable. Regression results showed that personal characteristics couldn't predict competency significantly, and just psychological empowerment & emotional intelligence could predict employee competency significantly & organizational characteristics could predict competency significantly.
One of the scientific offers obtained from this research is that the managers of Karaj municipality can increase the level of efficiency of their organization by increasing the level of employee’s competency based on the contribution and influencing each individual, psychological and organizational factors. Results of this research can use for improving employees competency.
