دسته‌بندی کسب‌وکارها به‌منظور ارائه راهکارهای مدیریتی و سیاستی برای تاب‌آوری اقتصادی در شرایط بحران ناشی از جنگ

چکیده
این پژوهش به تحلیل آثار ناهمگون بحران ناشی از حمله نظامی به ایران در اسفندماه سال ۱۴۰۴ بر فعالیت‌های اقتصادی بنگاه‌ها می‌پردازد. هدف پژوهش، طبقه‌بندی کسب‌وکارها بر پایه دو بُعد «ضرورت کالا/خدمت از نگاه مصرف‌کننده در شرایط بحران» و «ریسک عملیاتی و آسیب‌پذیری زنجیره تأمین» و ارائه راهکارهای مدیریتی و سیاستی متناسب با هر وضعیت است. پژوهش از لحاظ هدف کاربردی و از نظر طراحی، مطالعه‌ای چندمرحله‌ای با رویکرد غالب کیفی و یک مرحله پیمایش توصیفی است. داده‌ها از طریق پرسشنامه ساختاریافته و مصاحبه‌های نیمه‌ساختاریافته با مشارکت‌کنندگان دارای تجربه و تخصص مرتبط گردآوری شد. یافته‌ها نشان داد از دیدگاه مشارکت‌کنندگان، بنگاه‌های عرضه‌کننده کالاها و خدمات ضروری که وابستگی کمتری به زنجیره‌های تأمین پیچیده دارند، از وضعیت مساعدتری برای تداوم فعالیت برخوردارند؛ در مقابل، بنگاه‌های مواجه با افت تقاضا، اختلال در حمل‌ونقل و ناپایداری زیرساختی، آسیب‌پذیری عملیاتی بیشتری دارند. بر مبنای این طبقه‌بندی، راهبردهای مدیریتی در چهار ناحیه و در قالب سه منطق تفسیری «تطبیق‌پذیری پویا»، «غیرمتمرکزسازی خطر» و «سرمایه اجتماعی» تنظیم شد و پیشنهادهای سیاستی متناسب با تداوم عملیات، تطبیق بازار و پیشگیری از توقف فعالیت ارائه گردید. چارچوب پیشنهادی می‌تواند به سیاست‌گذاران در هدفمندتر کردن حمایت‌ها و به مدیران در انتخاب راهبردهای سازگاری و کاهش آسیب‌پذیری عملیاتی کمک کند.

Categorizing Businesses to Provide Managerial and Policy Solutions for Economic Resilience Under War-Induced Crises

چکیده English

This study analyzes the heterogeneous impacts of the crisis induced by the military attack against Iran in February 2026 on the economic activities of firms. The objective of this research is to classify businesses based on two dimensions: “the criticality of the product/service from the consumer’s perspective during crises” and “operational risk and supply chain vulnerability,” thereby proposing tailored managerial and policy solutions for each scenario. Methodologically, this study is applied in terms of objective and employs a multi-stage design with a predominantly qualitative approach, supplemented by a descriptive survey stage. Data were gathered through structured questionnaires and semi-structured interviews with participants possessing relevant experience and expertise. The findings indicate that, from the participants’ perspective, firms supplying essential goods and services with lower dependency on complex supply chains are in a more favorable position to maintain business continuity. Conversely, firms facing declining demand, transportation disruptions, and infrastructural instability exhibit higher operational vulnerability. Based on this classification, managerial strategies were developed across four distinct quadrants within the framework of three interpretive logics: “dynamic adaptability,” “risk decentralization,” and “social capital.” Furthermore, policy recommendations aligned with operational continuity, market adaptation, and the prevention of business cessation are proposed. The proposed framework can assist policymakers in targeting support mechanisms more effectively and guide managers in selecting adaptation strategies to mitigate operational vulnerability.
