چکیده

این تحقیق به دنبال بررسی پاسخ‌گویی عمومی و پیامدهای آن می‌باشد. پاسخ‌گویی عمومی از ‏نشانه‌‌های اداره مدرن و دموکراتیک می‌باشد. اگر دولت‌هایی که قدرت دارند در رابطه با اعمال، ‏اشتباهات و تصمیم‌گیری‌های خود به مردم پاسخگو نباشند، دموکراسی و مردم‌سالاری در حد حرف ‏و شعار باقی می‌ماند. بنابراین پاسخ‌گویی عمومی به عنوان یک نهاد، مکمل مدیریت دولتی در یک ‏حکومت دموکراتیک و مردم‌سالار می‌باشد. دولت پاسخگو در یک جامعه شرایط جلب اعتماد عمومی ‏شهروندان را فراهم کرده و در نهایت باعث افزایش مشارکت عمومی شهروندان در امور سیاسی و ‏اجتماعی از قبیل انتخابات می‌شود. در این صورت تحقیق حاضر با هدف شناسایی تأثیر پاسخ‌گویی ‏عمومی بر افزایش اعتماد عمومی و هم‌چنین مشارکت عمومی شهروندان در مناطق 22 گانه تهران ‏انجام شده است. روش تحقیق مورد استفاده پیمایشی- همبستگی و به‌طور مشخص مبتنی بر مدل ‏معادلات ساختاری می‌باشد. بر این اساس پنج مدل ساختاری از چگونگی روابط متفاوت میان این سه ‏متغیر در نرم‌افزار لیزرل اجرا شد. نتایج تحقیق حاضر نشان می‌دهد که یکی از مدل‌‌ها بهتر از بقیه این ‏روابط را تبیین می‌کند.‏

چکیده [English]

Public accountability is an indication of modern and democratic Governance. If ‎governments are not responsive to their people in relation to their actions, ‎mistakes and decision making, democracy will be maxim. Therefore, public ‎accountability as an institution, is complementary to public administration in a ‎modern and democratic Governance. Accountable government in a society ‎provides the citizens with public trust, increasing thier public participation in ‎political and social context. ‎
Therefore, this research investigated the impact of public accountability on ‎increasing the citizens´ public trust and public participation in the 22 areas of ‎Tehran city. Methodology of this research is measurable-correlation, which is ‎based on structural equation modeling. The findings of this research indicated ‎that public accountability can affect both public trust and public participation.‎
