چکیده
هدف: پژوهش حاضر با هدف آسیبشناسی الگوی حکمرانی آموزش عمومی در ایران انجام شد.
روش پژوهش: این پژوهش بهصورت ترکیبی اجراشده است. در مرحله کیفی از راهبرد تحلیل مضمون در نرمافزار اطلس تی آی و روش نمونهگیری نظری استفادهشده است. در مرحله کمی، راهبرد پیمایش و همبستگی در پیشگرفته شد و با استفاده از نمونهگیری تصادفی، 384 نفر بهعنوان نمونه در نظر گرفته شدند. برای اجرای مدل، از روش تحلیل عامل تائیدی در نرمافزار لیزرل استفاده شد.
یافتهها: ابتدا بر اساس تحلیل مضمون با مصاحبه با صاحبنظران و خبرگان آموزشوپرورش به شناسایی آسیبهای موجود در حکمرانی آموزش عمومی پرداختهشده است. 4 مضمون فراگیر و 11 مضمون سازنده و 46 مضمون پایه شناسایی شدند. مضامین فراگیر در آسیبشناسی حکمرانی آموزش عمومی عبارتاند از: عدم پاسخگویی، مشکلات زیرساختی، عدم مشارکت و عدم انعطافپذیری. در ادامه برازش شبکه مضامین شناساییشده، از تحلیل عامل تائیدی استفاده شد. نتایج بیانگر تائید تمامی عوامل شناساییشده است.
نتیجهگیری: درنتیجه کلی میتوان گفت که با بهبود مؤلفههای عدم پاسخگویی، مشکلات زیرساختی، عدم مشارکت و عدم انعطافپذیری، میتوان زمینهسازی حکمرانی خوب در آموزش عمومی در ایران را فراهم نمود. به نظر میآید انجام این پژوهش منجر به ارائه مدلی جامع درباره حاکمیت خوب آموزشی میگردد که متناسب با شرایط اجتماعی، فرهنگی، سیاسی و اقتصادی کشور باشد.

Objective: The purpose of this study was to diagnose the pattern of public education governance in Iran.
Method: In this research, a mixed-methods research design has been used. In the qualitative stage, the content analysis strategy using Atlas TI software and theoretical sampling method were used. In the quantitative stage, a survey and correlation strategy was adopted and 384 people were considered as a sample using random sampling. To implement the model, confirmatory factor analysis method was used in LISREL software.
Results: The results of research First, based on the content analysis of interviews with education experts the deficiencies of public education governance were identified. 4 comprehensive themes, 11 constructive themes and 46 basic themes were identified. The pervasive themes in the pathology of public education governance are: lack of accountability, infrastructural problems, lack of participation, and lack of flexibility. Confirmatory factor analysis was used to fit the network of identified themes. The results confirm all the identified factors.
Conclusion: In general Conclusion, it can be said that by improving the components of non-accountability, infrastructure problems, lack of participation and inflexibility, it is possible to provide the basis for good governance in public education in Iran. It seems that conducting this research leads to providing a comprehensive model of good educational governance that is appropriate to the social, cultural, political and economic conditions of the country.
